The City Government recently completed the road repairs/rehabilitation of certain city roads. Road rehabilitation was identified as one of the top priority concerns under the administration of Mayor Coefredo "Tekwa" Uy, that has to be addressed as part of its transition into a component city.
The series of road repair/rehabilitation started around the month of June this year, with priority being given to those that are evaluated as heavily damaged. The first to undergo rehabilitation was San Roque St. which was deemed as the most damaged, not having had any form of repair or maintenance for years now.
Other completed projects include the repair/ rehabilitation of roads along Mabini Avenue and along Rizal Avenue - corner San Francisco St. - corner San Roque St. as well as repair and rehabilitation of city roads along San Roque St. - corner Curry Avenue - corner Allen Avenue, San Roque St. - corner Allen Avenue - corner Mabini Avenue, San Francisco St. - corner Rizal Avenue - corner San Roque St., 6th St. - corner Mabini Avenue - corner Catbalogan III Elementary School and the exitpoint of the Catbalogan City Terminal in Pier 1.
Part of the repairs / rehabilitation that were made involved increasing its thickness to 10 inches. Assessments that were made have revealed the roads to be already unsuitable to the modern times. At only 6 inches thick, these can barely endure the weight of heavy vehicles. A soft quality of soil used then made the concrete muddy with frequent rains.
The rehabilitation of roads meant that the drainage systems must be repaired as well. The drainages allow flood water to flow and not be stagnant during rainy season. Stagnant water softens the concrete and causes it to eventually crack.
Years of being the capital town of Samar Island operating within a municipal budget have taken its toll on the roads of Catbalogan. The booming commerce meant that the roads are put to maximum use without any sufficient funds that can be used to counter its wear and tear. With the cityhood, came additional funds that helped address such problems.
